Windows Becomes Unusable After Shutdown on New Build

Hello everyone,

I’m running into an issue with a newly built PC. After a clean Windows(11 25H2) installation and installing all necessary drivers (Wi-Fi, AMD graphics,windows update, etc.), everything works fine. I’ve also restarted the system several times without any problems.

However, after a full shutdown), the PC becomes unusable. I can’t open Task Manager, Win + R doesn’t work, and PowerShell or Command Prompt won’t open, can't shutdown pc without using power button(need to press it). When I try to open Display Settings via right-click on the desktop, I get the following error:

“ms-settings:display — This file does not have a program associated with it.”

The no the fist time this happened, first time it happend I thought it was related to the chipset driver, but the issue has returned after new clean install of windows.

  • Motherboard: Gigabyte B850M Gaming X WiFi 6E
  • BIOS Version: F6
  • CPU: AMD Ryzen 7 7800X3D
  • RAM: 32GB (2×16GB TeamGroup)
  • Storage: WD Black SN850X 2TB

I would reset the BIOS settings to default as first step.

    Mostly used for photo retouching software & some video slideshows.
To isolate the problems on a new built system.
1. Double check if everything securely connected ie. Memory, cables, no usb connected.
2. Take out the video card and use the intergrated video, connect only one disk containing windows OS.
3. Sounds like Windows OS is also corrupted. from admin command, run:
dism /online /cleanup-image /restorehealth&sfc /scannow&pause
even on freslh install. Might have to Install repair.
4. If problem persists, run memory check overnight to have at least 3, 4 passes:

I've fixed the problem: Disable CPU Graphics in Bios

Yup, that happens to me, too. But it becomes usable again after I restart it.
