Windows Clipboard History stops recording new copied text until Explorer is restarted

Hi,

Windows Clipboard History initially works normally, but after several rounds of copying and pasting text, it stops recording newly copied items.

My typical workflow is:
  1. Copy A
  2. Copy B
  3. Paste B
  4. Paste A
  5. Copy C
  6. Copy D
  7. Paste D
  8. Paste C
After repeating this workflow a few times, only copy D appears in Clipboard History when I press Windows + V, not copy C, aka normal copy-paste behavior.

I’ve tried the following without success:
  • Turning Clipboard history off and back on under Settings → System → Clipboard
  • Restarting the TextInputHost.exe process
The only workaround I’ve found is restarting explorer.exe. Clipboard History then works normally again, but the problem eventually returns.

Has anyone experienced this issue or found a permanent solution? Is there a specific Explorer component, service, log, or setting I should check to determine why Clipboard History stops receiving new entries?
