Windows Update Issue - "Error Encountered - We couldn't connect to the update service"

I recently found over a dozen PCs in my environment still on Win 11 22H2. All of these are unable to update. The last updates installed on these are from July or August '23. I tried the Windows troubleshooter to no avail. When I try to update these PCs, I get the error...

Error encountered

Your device is missing important security updates. Make sure to keep your device on and plugged in so updates can complete.

We couldn't connect to the update service. We will try again later, or you can check now. If it still doesn't work, make sure you're connected to the internet.

I tried Brink's script to reset Windows Updates but it doesn't help. I also manually ran the 23H2 update and the PC was updated to 23H2, but the updates still will not work. Internet connectivity is fine. Anyone know how to fix this issue?

Have you checked the firewall settings? What exactly is meant by "my environment?"
The firewall logs do not show any blocks or anything else that would indicate it is the issue. These PCs are members of Active Directory. My other PCs are fine.

Well, option 1 from this tutorial is out because the button to Fix Problems Using Windows Update is greyed-out.
Option 2 just failed because "Setup has failed to validate the product key." I was trying the install of 22H2 that I have on my USB. I'll try to find another install source.

Oh wait, this option, Option 2, is just upgrading the version to 23H2. I already upgraded to 23H2 on one of these PCs using an ISO and although the PC was upgraded to 22H3, the Windows Update problem still exists. It just ran as an upgrade and didn't mention that it is doing a repair. Even on that 23H2 PC, Option 1 is greyed-out. Perhaps I can get Option 1 to become available somehow.

Just a quick update... I downloaded a more recent version of 23H2 from the volume licensing center. It was modified just a couple weeks back. This one has been resolving the issue for now. I wonder if there was just an expired Cert that needed to be replaced. I don't know which one to check. Also, the button for "Fixing problems using Windows Update" is still greyed out. Perhaps that is not meant for PCs joined to a domain.
