I have tried to download and install the update in a standalone installer. Will not install.

Tried these running CMD in admin mode...
  • dism.exe /Online /Cleanup-image /Restorehealth
  • sfc /scannow
Tried these...

  • net stop bits
  • net stop wuauserv
  • net stop appidsvc
  • net stop cryptsvc
  • Del "%ALLUSERSPROFILE%\Application Data\Microsoft\Network\Downloader\*.*" (this one I cannot get to workI am not sure what I have to change in the string to get it to function...)
  • rmdir %systemroot%\SoftwareDistribution /S /Q
  • rmdir %systemroot%\system32\catroot2 /S /Q
  • net start bits
  • net start wuauserv
  • net start appidsvc
  • net start cryptsvc

I have run the troubleshooter for Win update and it shows me this

I usually go the way of fixing such problems manually, but some things can take time and an in-place upgrade is mostly the faster way.
