When I get the time, I think I have got a slightly older image somewhere, I may have to try that before clean installing again.

It could be worth a try. If you need one, I have the first ISO for 24H2 that I can upload for you. I believe it’s US/English.

You could try getting Windows Update to do a repair install. I had this error a couple of patch Tuesdays ago, and it fixed this problem.

Go to Windows Update -> advanced options -> recovery -> Fix problems using Windows Update. It should re-install 24H2 preserving all your options, and put you on 6584 level.

@antspants is right. An inplace upgrade can be done only using an iso either for the version you are on or a later version, so an old iso won't work.

Here's my little ditty for things to try for most update errors. You might want to keep it handy for next time. It seems you may already have done most of it this time.

WINDOWS UPDATE PROBLEMS

1. Run troubleshooter-settings-system-troubleshoot-other troubleshooters-windows update-RUN.

2. Reset Windows update using Brink's tutorial Reset Windows Update in Windows 11 Tutorial

3. Open command prompt as administrator. Enter this command.
dism /online /cleanup-image /restorehealth
Restart computer
open command prompt as admin again and run sfc /scannow
Pay attention to the scan results to see if SFC found anything it could not repair

4. CLEAN UP COMPONENT STORE - Analyze and Clean Up Component Store (WinSxS folder) in Windows 11 Tutorial

5. Do a repair install. This usually works when nothing else will. Repair Install Windows 11 with an In-place Upgrade Tutorial

No idea. Error 0x800f081f is corrupted files, CBS.log indicates DISM can't extract files from your D:\Temp.

I may have found the solution. Or at least one that worked for me. I did follow some of the steps mentioned here (sfc command, then dism command, then sfc again), but then I gone back to a tool I have used long before, with Windows 10 and even prior:
Tweaking.com Windows Repair
Just get the free version. Install it, then reboot to safe mode with networking (may need to go through advanced startup options as for me it didn't manage to boot there from the app). Then run the tool and follow the steps, till you get to windows update repair option (its a pre-selection of fixes). Let it run, complete, and then reboot. Then try re-install the update again.
Strike that. It showed as if it completed, but another update check found same update again, and failed again. back to the drawing board.

I do have a suspicion it has to do with my Avast Antivirus which does not allow stopping its services for any reason.

I fixed it in the end! The only thing that worked was "Fix problems with Windows update option"

It downloaded a 24H2 repair version and installed all the latest updates that kept failing.

So bizarre after literally a clean install not long ago!

Thank you for the detailed post! I managed to fix it in the end with the "Fix problems with windows update" option.

It was the only thing that worked.

It downloaded a 24H2 repair version and installed all the latest updates with no more errors in Windows update now.

It just baffled me as this was a clean install about a week ago.
