Windows Won't Shut-Down, Automatically Re-Starts? (I've Tried Everything)

Hello,

PC does not fully power-down when "Shut Down" is selected in Windows. Maybe 2 out of 5 times the PC will power-down normally (the other three times, the PC will Restart). I have tried at least 10 different "fixes" but nothing has worked.

When shutting down from Safe Mode, the results are a bit better (PC powers down normally about 4 out of 5 times, with 1 Restart)

If so you could try disabling it.
Open a command prompt admin.

powercfg -h off

I'm so old school, that I've been using the same Quick Shutdown shortcut since.. I forgot, but it's been a really long time.

Currently, the same shortcut works on Windows 7, 8.1, 10 and 11.

Just make a New Shortcut on your desktop using the following context.

%windir%\System32\shutdown.exe /s /t 0

Notice, that there are three spaces close to the right end of the command. They are important!
If you leave the shortcut on the desktop, a double click of your mouse on the shortcut should shut down your PC in very short time.
Put the shortcut in your Quick Launch toolbar and you can shut down your PC in just one click.
When I use this Shutdown shortcut, most of my PC's. Windows 11 included, will shut down in around five seconds.
Then I shut off the power to the computer, with a switchable Power Strip, so nothing can cause the PC to power back up.

On one of my systems (haven't tested other ones) using %windir% requires two clicks to execute but adding the full path only takes one click.

Can you provide a little more information on your hardware - PC model etc. ?

Also, shut down your computer with glasscutter's method, flip the power switch on the computer power supply to off, then wait about a minute before turning it back on (to drain all capacitor stored power).

I recently had this weird issue with the wireless on my computer. If it was set to save power when sleeping and had wake-on-wireless magic packet set, it would wake up and I had similar experience - it would immediately bounce back alive if I tried to put it to sleep, and would restart if tried to shut it down. The only way I could get out of this is to power off the computer completely. Not saying this wireless issue is what you are having, but the symptoms are similar and the power off may work. Worth a shot anyways.

@TechnoMage2021 I DID read your entire post and I DID place the shortcut on the Quick Launch bar. But using %windir% in place of the full path causes the admin privilege dialogue box to be displayed on my PC, hence the need for two clicks. This happens whether it’s on the desktop or the Quick Launch. As I said by using the full path it works on the Quick Launch just like you described. Something must be different between our 2 PCs. Why wouldn’t %windir% function the same way as the full path? Any thought on what causes this? I’m curious about what the reason is.
