Winget only works if I turn off TPM in the BIOS

After installing Windows 11 on my laptop I was trying to use Winget to install some apps. However, it always came up with some error about not being able to verify a certificate. I turned off TPM in my BIOS and now Winget works fine.

What are the consequences of having TPM turned off and is there a solution to getting Winget to work with TPM enabled?

Reinstall Winget first uninstall it using Revo uninstaller and install Winget from Microsoft Store.
