Won't Wake from Sleep

Windows 11 pro with latest cum updates
Intel cpu I5 13600K, 32 gb Ram, Corsair MP700 ssd
Motherboard Asus Z790-E Gaming WiFi BIOS 3001
Serial #: N9M0KC165666V4F

I have made the following BIOS changes;
Advanced > APM Configuration:
ErP Ready → Disabled
Power On By PCI-E/PCI → Enabled
Advanced > Platform Misc Configuration:
PCI Express Native Power Management → Enabled
ASPM Support → L1
Fast Boot → OFF
CSM: Enabled
Boot Device Control: UEFI & Legacy Oprom
Boot from Storage = Ignore

Windows 11 Pro Settings:
Power On By Keyboard/Mouse → Enabled in Device Mgr (Win 11 Pro)

Control Panel Power Options
Fast Start OFF Powercfg -h OFF
Allow Wake timers:Enable
PCI Express- Link State Power Management: OFF
USB Settings: USB Selective-Suspend Setting: Disable

Bottom Line: When in SLEEP S3 mode PC won't boot.
PC may boot if I push the "restart button on MOB"
OR I get Blue Screen of Death: "www.Windows.com /stopcode" "DPC Watchdog violation"

When this happens I have to do a HARD re-start with power button
Note: I put PC to Sleep using "Shut Down or Sign Out" Sleep option
Also have run (many times): DISM /Online /Cleanup-Image /RestoreHealth and SFC/ scannow

I had a similar issue back in May but with Modern Standby S0 refusing to wake the PC from sleep. Instead the PC would BSOD. After conferring with Dell Tech support they suspected the video graphics drivers which I had updated both from NVIDIA and Intel. After reinstalling the Dell support factory drivers the issue was resolved. Don't know if your issues started after a video driver update but just thought I'd throw it out there.

Thanks for the suggestion. I rolled back my GTX 1070 driver by 5 months or so. Same problem, starts to boot but hangs before loading Windows (doesn't show DEL for getting into BIOS). If I push the re-set button on the pc it will boot up.
I tried disabling the NVidia 1070 driver and letting the pc use the Intel cpu driver. Same results.

do you have 'fast boot' enabled
control panel > power options >

on the left of this window.
change what the power buttons do

the fast boot option is listed there.
disable 'fast boot' and then check sleep mode
after the changes a restart maybe required.
