Had a similar issue with the PIN - after switching to a local account (apparently Windows Hello features - work better with a Microsoft account). Clearing the TPM and removing the PIN after restart - then set it again - is what worked for me.
Anyway, I don't use the local account when setting up my PC. I also use both biometrics and pin (secondary) for login. Pin will only come into play if biometrics fail. A Microsoft account will only kick in if both bio and pin fail.
When I had the issue, the OP had (and hadn't had bio setup), the nag screen also provided the option to log into the system with my Microsoft account, and upon that, fix my pin issue...
Nowhere in that process did I need to clear or tinker with the TPM settings, to include clearing it.
