Hello,
This question may related for advanced driver installation and management.

How to install driver to offline windows? Real install (Include Device interface, Classes, etc)

I made a research for it and I found 3 tools

1. DSIM
DISM /Add-Driver

DSIM support install to offline windows with
dism /Image:"C:\mount\offline" /Add-Driver /Driver:"C:\drivers\network.inf"
This OP only move driver files (INF, SYS, CAB) to C:\Windows\System32\DriverStore\FileRepository
Windows need to run once online so PNP read device and extract it from repository and install device, and must this online computer have this device on it

2. PNPUTIL
pnputil /add-driver C:\Drivers\*.inf /subdirs /install
Adds driver to the Driver Store and creates internal links. When the device is plugged in, Windows immediately builds the registry entries for the real hardware, ONLY WORK ONLINE WINDOWS

3. DEVCON

devcon install network.inf "HW_ID"
Fully Install the driver by creating the necessary registry entries, enumeration keys, and class associations, ONLY WORK ONLINE WINDOWS

So my target is reach what DEVCON install do but in offline windows.
Is there is something I missing can do that?
If not is build a app do what DEVCON do, move sys file to SYSTEM32 , Generate REG files from INF file for specific HARDWARE_ID to fake inject registry entries for this driver possible?

Thanks

Remember that WinPE does not always assign the same drive letters that Windows does. In WinPE, before running the necessary commands in the command prompt, run the DISKPART utility, and use it to identify the drive letter(s) you want. list disk (or lis dis) to see the available disk numbers. select disk n (or sel dis n) to select a disk (substitute n with the disk number). detail disk (or det dis) to see the volumes (and the drive letter of each of the volumes that has a drive letter assigned to it) for the selected disk. exit to exit the DISKPART utility. If still in doubt, run cd c: to navigate to the drive (substitute c: with the drive letter), and then run dir to see the drive's contents.

Suppose that you have a new storage adapter for which drivers are not included in Windows nor are included in WinPE, and that the only disks you have are 1/ a USB flash drive (i.e., the one that you use to boot in WinPE, and that either is rather slow or doesn't have enough available free space on it to be able to mount the boot.wim and you hate the idea of temporarily freeing up some extra space on it or maybe you just want to avoid causing unnecesary wear on it or etc.) and 2/ a SSD that is attached to that new storage adapter. Then, as long as we can assume that the unpacked driver files needed to get this storage adapter working are accessible on the flash drive, you can load the driver in WinPE by running drvload <path> (substitute <path> with the path of the .inf file). So, next, you should be able to access the SSD, and use that to mount boot.wim. If such a driver is Boot Critical to the specific setup you have, you might need to boot Windows in Safe Mode one time before Windows will be able to boot normally, though.
