Are you sure you DID an In-Place upgrade?

Repair Install Windows xx with an In-place Upgrade

Here is the short version of the In-place upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software

Make a full OS backup with a program like Macrium Reflect (free)
Macrium Software | Macrium Reflect Free

Get the latest ISO from UUP Dump

Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will look like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.

Most results I can find Googling error: 0xC1900101 - 0x20017 ...says it's a driver problem... usually your wireless and bluetooth drivers.

Get help with Windows 10 upgrade and installation errors

Fix Windows 10 Installation Error 0XC1900101 – 0x20017

FIX: 0xC1900101 driver errors in Windows 10

Installation failed in SAFE_OS phase with an error during BOOT operation, 0xC1900101 – 0x20017

Whenever I do an In-Place upgrade I disable my AV and completely shut down my internet.
Whenever I clean install Windows, I shut down my internet.

The other things they suggest are pretty basic.
Update your drivers.
Unhook all the crap peripherals you've hooked to your computer. Like printers, docks, hubs, external drives, USB sticks, etc.
Make sure you have the disk space required.
Make sure your Windows drive is working... well.
They also suggest flashing your BIOS to the latest version.
And it's always a good idea to update to the latest chipset driver.

Please notice, the following is only based on my personal experience and research. I have no factual proof of anything told in this post.

Usually, as far as I know, the 0xc1900101 error code when trying to upgrade Windows means one of four things:
  1. Current AV used is falsely flagging WU files as harmful
  2. WU is trying to update driver / drivers
  3. Damaged Windows system files
  4. Some external hardware causing issues
I have ususally been able to work around this error by using the following procedure:
  1. Create an ISO of your preferred build:
  2. Inject drivers from your current, working Windows installation to that ISO:
  3. Disconnect all external devices except display, mouse and keyboard
  4. Turn off AV, not only possible third party AV, but also WIndows native Defender, if using it
  5. Disconnect from network / Internet
  6. Do an in-place upgrade from your updated ISO containing working drivers
Has worked for me almost always.

In addition to what I told in my previous post above, this upgrade method I told about usually resolves almost any WIndows upgrade issue, where upgrade process rolls back to previous version before it reaches "30% done" mark (first reboot when upgrading), or where upgrade process gets a BSOD / GSOD due failure with Safe Boot errors.

@Kari Thanks, I haven't tried your method above yet, but as per another link further up, I uninstalled the wireless and bluetooth drivers and disabled them in BIOS. I then disconnected all USB devices and tried again. Same issue. All goes well with download and install, then when PC reboots, everything looks OK until after a few seconds, the HDD light on my PC case goes permanently on - rather than flickering - and that's it, no more activity, just a reboot to previous build.

Installs OK from WU, restarts initially OK, gets to 100%, I see the new swirly graphic, then my drive light goes solid on (no flickering) and then, nothing. Just hangs.
A reboot takes me back to previous build. Looking at WU history shows a 0xc1900101 error.
First time I’ve had any issue with updates. Any ideas?

Thanks again. As stated above, I tried to install the latest update to my W11 install and experienced the issues described in post #1.
Over the last few months of running W11 updates, I have had no issues at all. This is the first.

See if you can post images of windows update and windows update history.
The 1900 error appeared old and not as a current error.
Wasn't an in place upgrade performed earlier in the thread?
Others may be able to help.

Thanks, but no, it's not an old error. See post #14 to see the error after the attempted in-place upgrade. See also attached from WU history.
