I downloaded the version from uupdump that was labeled as 23H2, but after installing it, it turned out to be 22H2—is that right?

I'm using an older PC now, and from what I've researched, the latest unrestricted version of Windows 11 is 23H2. I want to install it and block quality updates so the version doesn't change—is that right? I haven't messed around with this in two years, so I'm a bit out of the loop, haha.

23H2 is past the EOL period, and 24H2 reaches EOL in October 2026.
I would suggest, just getting a more modern computer. They can be had for reasonable prices.

For example...

Intel miniPC

And that miniPC will run 25H2 and even 26H2.

Still assembled, still runs. Haven't turned it on for 15 years?
I downloaded the version from uupdump that was labeled as 23H2, but after installing it, it turned out to be 22H2—is that right?
22H2 and 23H2 share a common set of system files. A fully updated 22H2 can be updated to 23H2 by installing a small enablement package that turns on the dormant 23H2 features that were already in the latest/last 22H2 build.

From Winver it appears your UUPDump has failed to include the latest updates, it has installed the base build 22621.1, not the updated 22631.7584.

I would recommend that you use the Media Creation Tool to get 23H2 direct from Microsoft. You can run older versions of the MCT using AveYo's MediaCreationTool wrapper.

I'm using an older PC now, and from what I've researched, the latest unrestricted version of Windows 11 is 23H2. I want to install it and block quality updates so the version doesn't change—is that right? I haven't messed around with this in two years, so I'm a bit out of the loop, haha.
The latest verion of Windows 11 is 25h2.
From Alex's specs, this older PC has an Intel Core 2 Duo E7400. This lacks the SSE4.2 instruction set that is an absolute requirement to run 24H2 and above. 23H3 is the highest version of W11 it can run.

I would suggest, just getting a more modern computer. They can be had for reasonable prices.
So would I, but if Alex's budget doesn't stretch to buying new, and he is prepared to use workaround to bypass the checks an install on an unsupported device, then a slightly less old PC would do. Intel introduced the required SSE4.2 instruction set in the first generation of the Intel Core i3/i5/i7 family. My System Two below runs 25H2 and the latest Insider Experimental builds on its 1st gen Core i5.

UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

I agree 100%, but since I've never done that, I was waiting for you to post.
I'd even suggest that you write a clear, easy to understand guide for doing that.
Then I could just link to it when needed. :D

You need to be famous-er. And a sticky of this type would do just that. :-)

I can try to find exactly what you want, but I would need to know the budget.

On that Core 2 Duo, you should be happy to even run 22H2.

By the way here is the way to "pick" which H2 version you want...

NOTE: Without using @Bree 's methods, I'd guess that you're going to be stuck on 22H2 with the Core 2 Duo.

But the tutorial I just linked will stop Windows Update from trying to update to a newer xxH2 version.

You needn't bother. An unsupported device is never offered a feature update to the next version.

If you install Windows 11 on an unsupported device then the only updates it will get will be cumulative updates for the version you installed.

  • My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

My SYSTEM FOUR was a 2-in-1 convertible Lenovo Yoga 11e (1st gen) type 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device. This has now been sold. It has been replaced by my System Eight.

My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Experimental 263xx and 29xxx builds (and a few others) as a native boot .vhdx.

My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

My SYSTEM SEVEN is a Lenovo Thinkpad T580, 1920x1080 touchscreen, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine. As its new home has an existing digital licence for Pro I've been able to upgrade the migrated OS from Home to Pro.

My SYSTEM EIGHT is a 2-in-1 convertible Lenovo Yoga 11e (5th gen) type 20LN, Celeron N4120, 8GB RAM, 512GB NVMe ssd, a supported device for Windows 11. Currently running Windows 11 Pro, plus Insider Beta, Experimental 263xx and 29xxx builds as native boot vhdx.
I would recommend that you use the Media Creation Tool to get 23H2 direct from Microsoft. You can run older versions of the MCT using AveYo's MediaCreationTool wrapper.
AveYo's script is fancy wrapper to MCT, but it can only download ISO's based on the products.cab.

The last products.cab for 23H2 is 22631.2861 (which is far behind).

Prior to 25H2, the MCT builds were not on a monthly schedule. So UUP dump is still a better solution. Just make sure the option to apply KB updates is checked on the web page, before you download the ZIP file.

I suggested the MCT because UUPdump had already downloaded what purported to be 22631.7584, but failed and only installed the 22621.1 base build.

downloaded the version from uupdump that was labeled as 23H2 ... 22631.7584_amd64_pt-br_professional_47b617ee_convert_virtual

If the MCT can be used to install 22631.2861 successfully, then just one cumulative update will bring it up to the latest/last 23H2 build.
