Why don't you reinstall Win 11 on the NVMe using the Recovery Drive?
Before you begin, enter BIOS and disable the SATA port that has the 2 TB drive connected or open the side panel and disconnect the SATA or power cable from the drive. Doing so you will be sure Win 11 will be installed on the right drive. Once done you can attach the 2 TB drive back (make sure the NVMe is the first boot option on BIOS).

There is nothing to install. Check the Diskmanagement and change the setting on your NVME from Offline to Online.

Then you will see the disk in the explorer as well. There it will have a new drive letter.
The following commands will check the integrity of your Windows Installation on the NVMe.

mkdir K:\scratch
Dism /image:K:\ /Cleanup-Image /RestoreHealth /ScratchDir:K:\scratch
sfc /scannow /offbootdir=K:\ /offwindir=K:\Windows /offlogfile=K:\sfc.txt

Attention: Change the letter (K:) in the 3 commands above to your new drive letter of the NVMe-disk.

copy&paste the commands into cmd (admin)

Watch the response. If everything is OK type:
bcdboot K:\Windows

replace (K:) as you did before
If you assign (K:) to your NVMe Windows partition you can leave it as it is.
You are ready to reboot.

At startup you press <F9> to select the right bootloader.
The rest can be done later.

PS: whenever you see that 3FO error you know that's a HP low budget PC.
Business PCs and HP Workstations don't have that

The OS should always be on the Nvme drive, not on the HDD so you will have to clean install windows again.

Pre-requisite- download the Intel Rapid Storage Controller Driver from HP. https://support.hp.com/us-en/drivers/hp-envy-desktop-pc-te02-0000i/2100828663
Extract the drivers to a folder on a separate usb drive (not your installation drive) Here is Dell's procedure for doing this, but it's the same for HP. There's some good screenshots in that article as well.

Remove power. Open the case and locate the HDD. It will have 2 cables connected to it...the sata cable going to the motherboard and the power cable. Disconnect the sata cable.

Insert both your installation usb and the usb where drivers are installed.
Reconnect power and boot the computer to your installation media. Install windows using this procedure.

When you get to step 11 you will see this screen.

Click Load Driver and point to the location to the folder where you extracted the IRST drivers. You should then see your nvme drive. Delete all partitions on the drive and proceed to install windows on unallocated space.

After installation is complete you can reconnect your storage drive.However, know that drive will be useless to you until it is repartitioned. But that is another task. Get windows up,and working on the nvme and report back.

I tried to do the clean install again, per your advice. I disconnected the sata cable, inserted my USB Recovery drive, and then powered on, pressing F10 repeatedly to get the boot screen. I chose boot from USB drive, exited the boot screen. It started the boot, then right after asking me about keyboard language, I got this message:

“Recover from a drive
There was a problem recovering your PC”

Maybe I am not doing something right on the boot screen?

Also, I did not understand this step in the Clean Install tutorial (so was there something I missed?)

Btw, if I plug the sata cable back in and power on, the system will boot to the internal storage drive (which is still the wrong drive of course).

Thinking about contacting HP and seeing if there is a warranty repair facility or whatever....

One of 2 things is happening here.
If you are indeed booting from usb and still using the usb that came from HP, that is not installation media. It's booting you into only the recovery environment. You can not clean install Windows using that media.
OR
Even if you are not booting from that usb, as was mentioned above, multiple boot failure's will also cause boot into the recovery environment.

You would not see that message during a clean install when booting from proper installation media along with using the steps as referred to in the clean install tutorial.

There is a lot going on here for a novice to deal with. I agree with @Fabler2. Your best bet is to reconnect the HDD, close the case and contact HP since it's under warranty..

I have now contacted HP. They took me through another procedure to install the operating system. Their procedure resulted in the OS again being installed on the spinning platter HDD again instead of the SSD. I tried it again with the HDD sata drive disconnected; result was: ‘No HDD found.’ It occurred to me that the USB install procedure(s) did not give me an option to install on the SSD drive. Looking further, with the OS on the HDD platter, I could not find the SSD drive in Device Manager or in any other place!

I went back to HP and told them about not finding the SSD. The conclusion of the moment is that the SSD drive has either failed or is unreachable. I think that has been the case for some time now, and probably back to 11/11. It was around that time that I began seeing the ‘Boot device not found 3F0’ error when powering up, as at that time the OS was still on the SSD. So, all the attempts to remedy that 3F0 error by doing a clean install, etc. were for naught (partly because I did not realize the procedure gave me no option to install on the SSD).

The upshot is that HP is sending me a box to mail the computer to a repair center.

But thanks for the previous help.

As you can see there is no mention of the 256GB SSD drive.

When I tried to run that tuneup_plus, I got this alert from Windows security. My system is so screwed up at this time that I am afraid of doing something that would make it worse, so did not run it.

When I tried to download that diskparinfo.bat, it wanted me to log into tenforums; I am so frazzled right now, don't have the energy to set that up.

Plan to run the HP UEFI hardware diagnostics overnight while sleeping:
Power on the computer and repetitively click F2 or F10 > UEFI hardware diagnostics > system > extensive > loop until error > the next day if there have been two or more loops > click esc > take pictures displaying the tests performed with results > post images or share links into the newest post

Yes, the computer came with the 256GB SSD drive; it worked fine until early November.

I entered BIOS - there is no reference to or evidence of the 256GB SSD drive, not on any of the various BIOS screens.

In device manager, there are no yellow alerts of missing drivers, or any yellow alerts. Nor is the 256GB SSD mentioned under Disk drives.

Everything is pointing that your 256GB NVMe SSD has failed.
- First your computer didn't boot (first post) - Hard disk 3F0 boot device not found
- It doesn't show up under BIOS

I suppose you did the hard drive symptom test in HP PC Hardware Diagnostics UEFI.
Was the NVMe SSD on the test list? If it is not on the drive test list the NVMe SSD drive has failed.

I also suppose that the computer is still under warranty. If it is, send it to HP. If it doesn't, buy a new NVMe SSD.

That is evidently the case. The computer is still under warranty and HP is sending me a box to ship the computer to their repair center.

HP replaced SSD under warranty in November, 2023.

Trying to update the thread saga. I did ship the computer to the HP repair center. I got it back today. The customer receipt says they replaced the SSD and reinstalled the OS on the SSD. The computer booted up for me and appears to be running as it should. I can now see the SSD in Device Manager. The new SSD drive is labeled as: 'NVMe SK hynix BC711 HFM256GD3JX013N'. I hope it lasts longer than the original SSD which failed after about 7 months of use.

I have a lingering issue on what to do with the remnant folders/files of the previous OS that were inadvertently installed on the HDD spinning platter a few posts back. HP did not delete the old OS files on that drive. I'll start a new thread on that because I do need some advice.
