Don't know your skill level, but this question leads me to think you've never replaced a CPU before.

I say that to also say if you're looking at replacing the CPU, you need to understand you may also need to replace the motherboard since you can't just plop any CPU on any motherboard - the CPU needs to be supported by the motherboard. Looking at the PC you're asking about, nothing of that era is going to support Windows 11, so you're basically looking at a new build/PC.

From that your choice is to learn how to build a new PC or buy a new one that meets Windows 11's requirements. The other choice is to stick with Windows 10 until you decide on buying or building a new PC. You have until 2025 before Windows 10 loses support.

And I mean no offense, I simply don't know your skill level.

Mine is running on a 2013 laptop with 2nd gen Intel Core i7.

It's easy for many of us to make this statement since many have more than one system, but I personally would not advertise one install an OS that Microsoft may not support down the road on my only system... and especially a system as old as the OP's.

I know what I'm doing, and I didn't even install the beta on my main system until it became final. I did and still do have Insiders on my backup and main laptop, but... again, more than one PC

I agree, I have always said that all over the forums and a great believer that the restrictions are there for a reason but if someone wants to go ahead then all we can do is help them

I got a new 14" Notebook a month ago that came with Win10 Pro [on sale for decent price], had a statement on the ad about suitable for Win11, did it. My need is for the future with my clients in dealing with their needs and trying to refrain from customizations so as to see what they are asking about.

Hi,
Can you tell us what dell had to say about the tpm 2.0 availability.
They are the only ones that matter seeing it's best to get tpm from the mother board manufacture which in you case is dell and who ever they used to make the product.

I was checking a computer I was given for parts, it works quite well and has the TPM socket on the Gigabyte motherboard with an i7 CPU, just have to find the one module that fits out of about 6 different styles.

That isn't true because old processors still communicate with their TPM modules. Microsoft has never explained why these cpus can't perform cryptographic and security-related tasks. The cpu cut off line is purely arbitrary and there's no good reason to exclude PCs that have TPM 2.0 and Secure Boot simply due to the age of the processor.

I love arbitrary statements like this.

Microsoft had very good reason to set these cutoffs. CPUs prior to those officially supported had 52% more kernel crashes than supported CPUs according to Microsoft test data and their statements on this topic. So Microsoft is aiming to provide the best user experience possible.

That said, I fully admit that I run Win 11 on EVERYTHING, including machines over a decade old, but I am assuming the responsibility for my choice if I have any problems.

Please be aware the reason some CPUs are not compatible is more about instruction sets and security features. In keeping it simple, newer CPUs have instruction sets/security/tech features older CPUs don't. That's why Microsoft has a compatibility cutoff.

My i9-9900K which is compatible because it has features my non-supported i7-7700K doesn't. That's the difference.
