Secure Boot does not need to be turned on.
support.microsoft.com: While the requirement to upgrade a Windows 10 device to Windows 11 is only that the PC be Secure Boot capable by having UEFI/BIOS enabled, you may also consider enabling or turning Secure Boot on for better security.
If the error message only shows "The PC must support Secure Boot", then the only problem is the MBR disk.
learn.microsoft.com: Master Boot Record (MBR) disks use the standard BIOS partition table. GUID partition table (GPT) disks use the Unified Extensible Firmware Interface (UEFI). One advantage of GPT disks is that you can have more than four partitions on each disk. GPT is also required for disks larger than 2 terabytes (TB).

Your PC is compatible with Windows 11, but to install Windows 11, you should backup your personal files and clean Windows installation from a bootable USB in UEFI BOS format and in the process convert the drive to GPT which is the only format compatible with UEFI BIOS, it is a big job.
There is another process that means you don't need to reinstall Windows to convert the drive from MBR to GPT provided by Microsoft which is intended to be able to convert the drive without data loss, it is explained on this link, if you intend to use that process, backup all your personal files first.
