Call Of Duty 2, (DVD retail version) Need help please! "Windows 11, 26H2"

I can not get this game to install on Windows 11, 26H2, for the life of me. The game creates the .exes, then jumps back to the desktop from the launcher and never actually finishes the install. I have tried every troubleshooter I could find, and still I can't get this game to run. Any help would be appreciated, Thank you.

Here's ten points, just for filling out your computer specs. :-)

You need to run the installer as Administrator.
You need to run the game as Administrator and in Compatibility mode for Win XP or Win 7.
