Can't avoid windows snapping to top of screen

I know how to turn off Snap. I'm able to drag windows off the edge or bottom of the screen without issue, but they still always auto-snap to the top edge of my screen

Any way to avoid that?

Yeh, like I said, I have Snap off, but i Can't avoid it at the TOP of the screen even with Snap off
