Windows 11
Windows 10 had an issue where it would not install a Windows update (KB2267602 ) for the built in antivirus. The Windows update page also offered the choice to upgrade to Windows 11, which I did. After the upgrade Windows update still will not update the antivirus, showing error 0x80070643. I manually downloaded the update - a file named MPAM-FE but when I try to open it, nothing happens at all.

Before the Windows 11 upgrade, the computer did have Avast! installed, which I uninstalled prior to the upgrade.

Other than doing a clean installation of Windows, can anyone suggest why this update will not install?

From the 10 Forums but this should work on 11 also. Reset Windows Update in Windows 10
On the Defender go find it on start menu

"Resetting" Windows Update will make very little difference in most cases. It's usually only useful when there is problems with the data store. The first thing to with any Windows Update issue is to provide the CBS log, which can be found here:

Rich (BB code):
%systemroot%\Logs\CBS

I manually downloaded the update - a file named MPAM-FE but when I try to open it, nothing happens at all.
From where? The update isn't available from the Windows Update Catalog.

Before the Windows 11 upgrade, the computer did have Avast! installed, which I uninstalled prior to the upgrade.
Avast! doesn't uninstall correctly even if you use their removal tool, you need to manually remove the remnants using something like FRST or Revo Uninstaller. However, this shouldn't have an impact on Windows Update.

That seems to be quite a common issue especially with "clean" / fresh installs.
Not sure why that happens but maybe someone will come out with a solution.

Open Start Menu and search for cmd you will see Run as Admin, paste this to do a manual update
"%programfiles%\windows defender\mpcmdrun.exe" -signatureupdate -http

and the resetting issue - similar to MS Windows 10 Updates - KB2267602 Security Intelligence update Fails to Install - Again on April Patch Tues - Microsoft Q&A

Unfortunately, none of this helped out. I am doing a Windows reset and leaving my data on the drive. This should resolve the issue.

Why not provide the CBS log so we can actually troubleshoot the issue properly?

You missed what that link said. Leave it alone just use your PC cause 1 update will make no difference and check it tomorrow. When I do clean installs on mine I go straight to WU and reboot everytime it say regardless if some are downloading. Sometimes I'll have 6-7 that failed but they are drivers. At least next day WU is completely clean.

Because I determined it was an issue with Windows Defender and not Windows Update. I could not open the Security settings page, and I found that the Windows Defender engine was unavailable.

It has been like this for a while now and hasn't fixed itself. The actual issue was broken Windows Defender. Not sure of the cause, but the Windows repair install fixed it up without any issues.
