I don't have Office 2019, but this page suggests you can transfer the licence:
Open any of the Office applicatons, Go to File > Account > About program name (like About Excel) > View the Microsoft Software License Terms., then see section 3. Transfer to a Third Party.
Obviously, I don't know what then follows.
As you have removed Off-2019, that may now be impossible, but you could try re-installing it on the old machine (what a pain). But it also says that you should be able to activate by phone.
