Can't run powershell or CMD as admin

I can get terminal admin to run using windows X dint want a cmd admin shortcut want to fix what's wrong, started a new post for this as the other one got to complicated I shouldn't asked 2 questions in the same post, my fault

are you trying to launch command prompt as a separated instance than terminal? (i'm tracking as admin, but this is still pertinent)

Try it this way. Search for cmd. In search result you will see command prompt with a run as administrator option underneath it. Does it work there?

You can also just pin cmd.exe to the taskbar, when you want to run it as admin hold ctrl+shift and click the pinned cmd and it will elevate to admin

right click "cmd.exe" and run as admin... does it work?

browse to:
C:\Windows\System32\WindowsPowerShell\v1.0
right click "powershell.exe" and run as admin... does it work?

Check what user level is assigned to your user account? Settings>accounts>look right under your user account name for the account type. Is it Administrator?

How I would troubleshoot it:
1. Do a quick clean boot. If it doesn't happen in clean boot you have some 3rd party app interfering so you have to use clean boot and process of elimination to find which one.. Perform a Clean Boot in Windows 11 to Troubleshoot Software Conflicts

2. Narrow down if it is a user account problem or a windows problem.
Create a new local account
Settings>Accounts>Scroll down and click on Other Users.
Select add account>select I don't have this person's signin information
This will let you create a local account

In user name box name the account and assign a password.
Very Important- Make the new user an administrator. Once account is created, to the right of the new user name click down arrow. Select Change account type.
Click arrow to right of standard user and select Administrator
Restart

3. Login to the new user account. If it works there you don't have a windows probem. Your user account is corrupted.

If it happens in the new user account as well it points to a windows problem. You will be unable to run dism/sfc to repair corrupt system files so your only alternative is a repair install Repair Install Windows 11 with an In-place Upgrade
or restore an image of when everything was working correctly.

right click the start menu and on this pop up menu click 'task manager'

in the task manager window, at the top, click 'run new task'
make sure you tick/mark run as administer
in the command box write
cmd.exe
checking that run as admin is ticked/marked

this will open the command prompt as admin bypassing any problems
allowing you to run sfc /scannow
