Can't run anything as admin

Just noticed I can't run anything as admin. when I try I get the following error.

I am running the following build

Can't even run cmd as admin to do a sfc /scannow

any advice is welcome. thanks.

So I booted into safe mode w/ networking and ran sfc, dism and chkdsk. I can now run programs as admin but something is causing eset online scanner to crash. I can however run norton and mbam which I am doing now.

eset runs fine in safemode w/ networking. norton and mbam never interacted with eset before so don't expect it to do so now.

virus scan negative not sure what caused the corruption that sfc fixed event viewer not helpful either.
