Can't run Windows setup

I'm on 11 Insider canary 27723.1000
Was trying to install the latest insider build, but though Windows Update it gave "Download error - 0x80070002"
So I tried installing from USB. And virtual disk-drive.
The setup.exe does not launch with any ISO, even with my current build one. There is no error message, just does not launch.
What could be the issue?
Ran SFC /scannow and DISM commands, no luck.

Oh, and when I boot from the USB then I can only make a clean install, not a repair install. Latter is what I'm trying to do.

For an in place upgrade it can be attempted after downloading the MCT to a new desktop folder.

These errors occur during partition analysis and validation, and can be caused by the presence of multiple system partitions. For example, if you installed a new system drive but left the previous system drive connected, this can cause a conflict. To resolve the errors, disconnect or temporarily disable drives that contain the unused system partition. You can reconnect the drive after the upgrade has completed. Alternatively, you can delete the unused system partition.The requested system device can't be found, there's a sharing violation, or there are multiple devices matching the identification criteria.

Did not help. All the hardware is the same when I installed 27723.1000 via Windows Update.
Probably it's a complicated issue, not sure if going to attempt repair install.

By the way, can run the setup.exe in the /Sources/ folder on the installation media, but can't do repair install.

Could the ISO be corrupt? I would download it again.

Could the ISO be corrupt? I would download it again.
I've tried several different ISO-s all decline starting setup from the root folder of install media. No error codes or any feedback at all, same with all ISOs.

Upgrade (repair) install isn't available from any source.

We don't you just copy all files to a folder in your desktop and start Setup from there?

Does it really matter if I try running from virtual disk drive, USB stick or main SSD?
Anyway, tried with no luck.

Only can launch setup from /Sources/ folder as i added to an edit to a previous post.

Why from sources folder? Why not run Setup from the root folder?
As I tried to explain - no official iso that I've tried to run setup from the root folder opens anything.
Clicking on setup.exe in the root folder or pressing enter results in nothing - no error message or anything. Setup won't launch.
Only when going to /sources/ folder the older design setup launches, but I can't make custom/repair install only clean install.

Try download the ISO from UUP Dump. Also you can try downloading the ISO again from where you found it. Most likely it is corrupt and that's why it doesn't work.

For some reason the latest ISO they offer (27718) to directly to download is older than the one I have (27723.1000) so I would not be able to make a repair/custom install, but I tried it earlier anyway. It behaves just like any other ISO - can't run the setup.exe on the root folder, only under /sources/ subfolder, and that setup does not offer repair/custom install.

Yes, I've used UUPdump for a long time to make ISOs.
All the ISOs behave the same, no matter if older or newer than my install version - closes without any error.

Then the installation you try to upgrade has some issues. Run the sfc and dism commands in an elevated Command Prompt to fix them, I don't remember the syntax.

Have done it several times. Only reports the erroneous errors about WebView2 that the later versions of insider Canary should fix as I read from changelogs.

Edit: actually the C:\Windows\Logs\CBS\CBS.LOG now shows a tad longer list of activities.
