Done - removed the USB hub that has some devices
3) Perform an in place upgrade repair:
It fails with 0x80070002
It just ran, nothing to report, no log file or anything.

Most likely Windows Update tries to install some updates or drivers during the in-place upgrade/repair and fails. Download the ISO, disconnect from the internet and try the upgrade again. Let is finish before connecting to the internet.

After disabling Ethernet the "System/recovery/reinstall now" interestingly reaches the same 9% as when the ethernet is enabled before giving the 0x80070002 error.
No ISO works, neither one I download from Microsoft or UUP Dump.

Looks like a really screwed Windows 11 installation. Unless you have tons of data to backup and too many applications to reinstall, I would wipe the disk (delete all partitions) and do a clean installation. You have lost too much time already trying to fix it. I think at this point a clean installation might be faster. Just use an ISO from Microsoft or UUP Dump, avoid one form an unknown obscure site.

Yeah, it's quite old, can't remember when I last did a clean install, maybe 7-8 years ago, so no wonder.
But yeah, it works, other than the new issue with upgrading/repairing.
Got settings and programs and files in specific places. So it would be an ordeal to have it running like now.

I've not seen Tekkie Boy in a long time (@Tekkie Boy ).
If he were available he may have some steps.

As a trial and error step use Macrium to restore only C: on a Windows 11 clean install.
If that fails then perform a reset save files or custom install.
(drivers and applications need to be reinstalled
