Cant upgrade from 23H2 to 24H2


Third-party antiviruses, such as Norton, are known to interfere with Windows upgrade. There is no need to uninstall it, you can disable the real time shield permanently and enable it again after the upgrade. There is no security issue, you will be disconnected from the internet the whole time. To make sure no Norton component is running that could screw things, I would go in Safe Mode and uncheck all Norton related services in msconfig and also all Norton related startup applications in Task Manager, startup section. Then I would restart in normal mode with Norton essentially neutralized, so I could do the upgrade.

I have no sign that shows Norton cause the problem.
Could you post a link to say that Norton interfere with Windows upgrade ?

I have past experiences when upgrading from Vista to 7 or from 7 to 8/10. It wouldn't harm to disable Norton, just in case, before trying the upgrade again. Also disable any Antimalware or other utility running in the background. Like I said in this thread Let's install Windows 11 on incompatible hardware I disabled all startup applications and non-Microsoft services to make it succeed.

For upgrade / update failure troubleshooting it's best to uninstall all non-Microsft AV and firewall software.

Yes, Norton and McAfee. It doesn't make any change. Just disable everything non-Microsoft running in the background to increase the chance of success.

Disable or uninstall any 3rd party AV or security program you have installed first to prevent it from interfering with the upgrade to Windows 11. You can enable or reinstall it again after Windows 11 has finished installing.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.
I had a problem similar to yours once. I could not upgrade my old desktop to the latest Insider Build. Every time I tried the computer would get a greenscreen error and roll back. I figured OK, not a problem I have my Macrium Images to bail me out. I was wrong. Every image I rolled back to refused to update. I was able to update from the builds before so I don't know why they wouldn't work. In the end I gave up and did a clean install of the newest build. The only problem was that I lost all of my free software of the day programs. If your computer is like my main computer I hope you don't have to do a clean install. It takes me days to get the computer setup with all of my programs and settings.

I was using Norton since version 2006 which became too resource consuming every computer crawled. We all appreciate maximum protection but not overdo it and double or triple-check every single step we do. It felt like we were running 2-3 antiviruses on the same computer and everyone knows this makes a computer seem 10 times slower. Every new version was the same or even more heavy, so I abandoned Norton and was using Avast free Antivirus. All third-party antiviruses would "grow where they were not been seed", as we say in Greek (would interfere where they shouldn't) and screw upgrading to a newer Windows version. Hence I would always make sure they are completely disabled before starting the upgrade, and hence my advice. I didn't have to read the Tutorial it's a personal experience.

If you look at the thread, you will see that there have been attempts without Norton and they have failed. So it's not Norton's fault.
