That means that text does not appear in the file. You can force it to appear by running a ScanHealth or RestoreHealth.

Half dozen times is not necessary. One will do. (In some cases 2) It seems that in your case something else is going on.
It seems that you have installed additional languages; en-us (US) and de-de (German).
If that is the case (I can't see what kind of Windows language version you are using) try to de-install additional language packs and try again.

'...always fails like for everyone else.' Well I don't share that experience. I have a Dutch version of Windows and have installed some additional language packs; en-en and en-us for spell check purposes. I had some issues in the past but they never related to Language files.

So RestoreHealth did not fixed the issue....
You might download the update itself at Microsoft based in the KB-number at: Microsoft Update Catalog
About extracting it: Found out that if you rename the .msu file you can extract it with 7-Zip. and look into every file; a lot of .manifest, .cab, .msix etc. files Could not find the mentioned files. Maybe you can find these files when you make a new VM with an 26300.9711 MCT .ISO and find the files and copy them to the correct location inside C:\Windows\WinSxS and try again.

The other option is then to do an In-place-installment whereby all your personal data is not touched but only the Window files are refreshed.
It's up to you.....
