There aren’t any registry hacks or settings that I know of that would enable you to change the colour of the context menu.
Perhaps you might need to seek out a 3rd party theme app. I don’t have any experience with any.

I believe Stardock Windows Blinds is popular. I do use Stardock Apps but not Windows Blinds.
But if will set you back US$52.00
I have seen screenshots of coloured backgrounds in the context menus, also with text colour changes.

I forgot to write that I had also tried this by activating only the context menu highlighter option because I already had a program that changed the start menu and taskbar but both conflicted, making the start menu go crazy

It doesn't work. I already had this setting that replaced the new context menu with the classic context menu, however I solved it with Shell
