Can anyone provide a link to WinUtil that is *not* GitHub? I can find everything in the universe there about this program -- except how to DL it...

What do you mean? you want an offline version? it's not offline it uses sub-scripts from github. just use this link "https://christitus.com/win" to download main script.

I think the full offline version is not free. I haven't checked the main code. maybe it runs without internet without any problems. Try it yourself and tell us :)
