If that doesn't work, try booting into Safe Mode. If you have internet access in Safe Mode, try downloading again. I'm thinking that a virus might be corrupting your download.

Now THAT is a problem. If you went to Safe Mode with Networking, you should have internet.
This may be the whole cause of your problems.
Unfortunately, I don't use a router at all... so I can't really help with that.

You might want to try an In-Place Upgrade (post #20 this topic).
It's all done from within Windows. I've had it fix seemingly unfix-able problems before.

If you can't get the internet working in Safe Mode with Networking... that needs to be fixed... first.
I've never even seen that happen before.

Brb, I'm getting on Windows 11.

Well, I'm on Win 11, in Safe Mode with Networking, and the internet works. Brb in normal mode.

If you can't get the internet working in Safe Mode with Networking... that needs to be fixed... first.
I've never even seen that happen before.

Brb, I'm getting on Windows 11.

Well, I'm on Win 11, in Safe Mode with Networking, and the internet works. Brb in normal mode.
ive even tried enabling WLAN in services but cant access services in safe mode for some reason unless i can and im doing it wrong

If you see your connection in this screen, you should be able to connect to the internet in Safe Mode. this is the selection I have when doing a regular boot. I don't get this in Safe Mode because I only have a Wi-Fi connection and Wi-Fi doesn't work for me in Safe Mode.

Unplug the ethernet cable and keep only the wifi on or the other way around. Windows lacks load-balancing multiple isp.
Check if these services are NOT disabled:
Winmgmt
BITS
DoSvc
MpsSvc
cryptsvc

by looking at regedit Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services
all should have the key "Start" set to "2"

the cmd "sc" and even the powershell "Set-Service" sometimes do not change the service attribute, so the script you just ran may have not changed anything
