Solved Clean Install of Windows 11 won’t download updates and won’t let me download apps from store


Unplug the ethernet cable and keep only the wifi on or the other way around. Windows lacks load-balancing multiple isp.
Check if these services are NOT disabled:
Winmgmt
BITS
DoSvc
MpsSvc
cryptsvc

by looking at regedit Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services
all should have the key "Start" set to "2"

the cmd "sc" and even the powershell "Set-Service" sometimes do not change the service attribute, so the script you just ran may have not changed anything
yep they're all set to 2, and disconnecting ethernet and using wifi doesnt help either. still super stumped on all of this

Consider making a free backup image of Windows 11.

Then clean install Windows 10

Update Windows 10 > report findings > check Microsoft store > report findings

Upgrade Windows 10 > Windows 11 > report findings > check Microsoft store > report findings

For failure to upgrade 10 > 11 > run setupdiag > zip all generated files > post a share link into this thread using one drive, drop box, or google drive

trying to find an ISO file to download because unfortunately the media creation tool program doesnt download anything either it just gets stuck at 0% forever

on windows 10 now, still the same problem with windows update, and still same error code with microsoft store
these are the same updates i had stuck on windows 11 except i was able to manually install some of them but still didnt fix anythingAnnotation 2022-03-08 044710.png

and setupdiag just opens and closes after opening it, almost immediately.

and windows 11 installation assistant is stuck at 0% also but i can upgrade using ISO file from USB i have

You might want to try an In-Place Upgrade (post #20 this topic).
It's all done from within Windows. I've had it fix seemingly unfix-able problems before.
and i did try the In-Place Upgrade but still gave me same errors.

@Wanqed have you checked your hardware? Disk, RAM and etc. I would start by disabling XMP profile.

As ive said your problem is related to ISP or Modem Router.

And you answer that your modem and router are provided by your ISP which are not separated device.

Can you try reset your modem to its default? Mostly it is located at the back of the modem.

Dont focus fixing in windows as you already try it in Win10 and Win11 which came the same result.

well it wasnt really my ISP it was me who did it, i just figured it out, i blocked out a few websites and services a month ago and it just came to me, so i allowed them and boom now it works. not sure how all that relates to microsoft downloads and updates but oh well. i appreciate everyones help, silly me.

in the admin panel on 10.0.0.1 i had certain websites blocked and none of them related to microsoft at all so i’m not sure why it ended up blocking me from downloading windows updates and microsoft store apps..
It's been a while since I tried to get my Wi-Fi adapter working in Safe Mode. I never did succeed. If I remember correctly the network driver needs to be turned on or a setting needs to be changed while in Safe Mode.
and i’m pretty sure the no internet in safe mode is due to the websites and services (applications) i blocked also.

If he blocked the sites in the router software and not in Windows, then a clean install wouldn't change the settings.

Im not telling you the ISP is the culprit but base on your problem its either ISP, Modem or external router.

To clarify sometimes if ISP has problem like fiber optic cut. some website very hard to access it.

Case solved.

The problem is in the Modem Router Told Yah =)
