Computer Sometimes Won't Turn Off After Shutdown or Sleep

So I have been having a strange problem. It doesn't happen ALOT but it does happen. Out of nowhere when I shut down the computer in Windows the screen will turn off but the computer will stay on. The keyboard lights and mouse lights go out. Pressing keys does nothing. I have msi b650 Tomahawk wifi motherboard and Windows is up to date along with drivers and bios. All my power settings are correct and fast startup is turned off. Last night when I tried putting the computer to sleep it did the same thing but the mouse and keyboard lit up when I pressed the keyboard but the screen signal was lost and turned off. I had to use the reset button to get it to restart. I just don't get it. How can this only happen once in a while? I have the computer connected to a cyber power 1500 va ups also. This is a very strange problem and I've never dealt with this before. I have no idea how to fix it. Obviously, the problem is rectified by simply forcing shutdown by case power button or restart but obviously, I don't want to have to do this as I don't know if it can hurt anything. When this happens there are no lights lit on the motherboard. I've had this computer for about 4 months this has happened maybe 4-5 times so far.

I have a couple notebooks that act the same way, just have to wait. Until something else shows up keep in mind that the shutdown of Windows is never truly complete. Windows may be in the middle of writing data or scanning a drive and won't shutdown immediately. The power supply of an ATX is connected to the motherboard and the power switch on the case is connected to the motherboard, pressing that switch only tells the Operating System to get started doing things. Holding in the power button for 8-10 seconds turns it nearly fully off, pulling the power cord does complete the shutdown. Windows has this 'thing' about not losing data. The old AT-style computers had the power switch connected directly to the power supply, could lose data if turning it off while in the process of doing something.

Wait for what? Every other time when I click shutdown it says shutting down then the computer turns off. Just randomly it won't turn off. The sleep one last night was even stranger. Then right after I put it to sleep no issues so I have no idea whats going on. Something is keeping the computer from shutting off. There is no way to see what happened because my screen turns off.
