Solved CPU randomly bottlenecking itself

The OP posted temps of the CPU in Post# 11. It looks like the highest the CPU has gotten is 28C. What I would give for that temp!

First try updating the bios. What is the model of the HP you have?

Also, Is it still under warranty? I had an HP machine at work (though with an intel processor) where the cpu speed was running insanely slow all the time, and was clearly faulty because a clean install of windows didn't fix it, and it was slow everywhere. (even in the bios) Sent it back to HP and the cpu was indeed faulty when they did the report. They replaced the whole computer.

As for helping us see if that's the issue, I would look at task manager and look at the cpu section under speed. You can screenshot it here so we can see. My guess is it's a very low speed and is running incorrectly. The HP I had that had this issue was running at a constant .05 GHZ

The report the OP poster posted in post #9, the big NO is for thermal throtlling of the CPU. The CPU is not not the reason for the throttling, some other component is as I detailed in response to #9.

So I found out why it throttles so much. Yeah there was a rubbish ton of dust in the fan. I got it all cleaned up and now its fixed. Thank you for all the help though everyone!
