I got some results. I attached a screenshot with the throttling values. only 2 of them go off. The weird thing is that if I disconnect my laptop fan these values barely go off.There are many possible reasons for Bottlenecking: power limits, voltage limits, current limits, frequency Limits, heat.

1) Run HD Sentinel (trial version) (results are instantaneous)
Post images for these tabs:
a) Overview
b) Temperature
c) SMART
2) Install one of these temperature monitoring software:
a) Speccy
b) HW Monitor64
c) Speedfan
Control Panel > Power Options > Change Plan Settings > Change advanced power settings
Thiis means some component other than the processor is overheating (EXT) kicking in the Hardware thermal Control) which throttles by reducing the processor frequency. Don't know what though, you will need to look at the various temperatures to figure out what. It could be components in the Voltage Regulator Module or the memory for example. Various temperatures are displayed by HWINFO64.
