1. Run Windows 11 setup by bootable media. After installation process is completed, the pc restarts and after selecting country, language, keyboard, screen shows to select second keyboard. Move mouse pointer just above keyboard picture on left side and click left button of mouse once. Then press Ctrl+Shift+J together and release. Repeat press and release 3 times or 5 times to bring prompt > on upper left corner. The screen becomes dark at this stage.
2. Now type the command in front of of prompt >
WinJS.Application.restart("ms-cxh://LOCALONLY")
3. This command brings local user create box on right side. To change dark mode to light mode press Esc or click mouse once.
4. Fill up the user name and password (optional for user).
5. Creates the local account . Turn on internet to activate Windows 11 . (Switch to Microsoft account if needed.)

Why not use oobe/bypassnro command and while computer rebooting, disconnect internet connection to create local account.

Why not use Rufus, start the install and walk away, make a cup of tea and Windows is installed with a local account.

Thanks everyone for quick response.
This quickly creates local account. I installed the Windows 11Pro v24H2 in less than 5 minutes with local account after applying the command and filing user name.

Many non-technical users don't realize the OOBE you see on-screen is really a big HTML/JScript-based app. That's how the pages are drawn.

Hacking around the OOBE files has been done before:

This exploit does basically the same trick and opens the JScript console debugger. If someone's reading the JScript code, then you can run arbitrary functions.

While it's a fun trick, I don't think this method is faster than teaching Shift-F10, OOBE\BypassRNO.
