OS
Windows 11
Is it normal? It doesn't happen all the time but it does often.

Since I installed Windows 11, I have the same problem as you. From time to time, when I maximize/minimize some application, or when I update a browser for example, the desktop icons flicker, as if they wanted to be displayed above the rest of the windows. The same happens with the context menu when you right-click, which gives the feeling that it wants to show something else before showing the final context menu. Not long ago I read that this behavior is a defect of Windows 11 itself and how it is programmed using XML language (sorry, I could not find the link where this was explained).

I spent weeks trying to solve this problem. Tried everything (deleted icon cache, change registry keys, try different graphic drivers, reset windows explorer - read tons of articles claiming they had the solution). Nothing worked! Then I found an obscure reference to a free utility (shellexview) that showed all desktop extensions. Super easy to use. Ran it, hide all microsoft extensions, then disabled the remaining 3rd party extensions and PRESTO the problem was resolved. Turned out my installation of windows 11 does not like 3rd party programs adding quick links to their programs in the icon's context menu. Disabling them did the trick and stopped my desktop constantly trying to refresh itself - no big deal as I usually loaded the programs with their own separate icon anyway. Hope this helps some of you with this issue!
