You might want to try the registry tweak, here...
Permanently disable Windows Update on Windows 11
To disable automatic updates on Windows 11, use the Pause option in Windows Update or Group Policy to turn it off permanently. Here's how.

i use StopWinUpdates version 2.8 for BATAGY .... (Link: StopWinUpdates ) works perfectly ... for all operating systems from windows 10 and windows 11 any version and until the latest build ...

Not that I have ever had automatic updates; I always have to give permission . . . sort of.

- Gave Dell touch screen with Windows 11 to daughter and got me an OTVOC. Being a PC builder I own many desktop PCs as well. I am a father of five providing PCs, laptops, and tablets for all my family, most of which I have modified, rebuilt, or simply built from scratch. I do not own a cell phone, never have, never will.
I'm on Windows 11 Home, so completely blocking Windows Updates is... problematic.
So... I use WAU Manager, and on the day updates are released... I use it to "Hide" any updates I don't want.
I can always go back and un-hide them later on if desired.

The settings I use...
There are other 3rd party apps for dealing with Automatic Updates... but this seems the easiest for me.
Microsoft should have never taken "Hide Update" from the regular Update window.
Unless they are gonna test their updates on "every" possible hardware or software combination, then we should have the ability to "hide" updates. We should also have the ability to "block" auto updates for the same reason.
I can't even imagine the warped thought process that came to the conclusion that we don't need those options.
So... I use WAU Manager, and on the day updates are released... I use it to "Hide" any updates I don't want.
I can always go back and un-hide them later on if desired.

There are other 3rd party apps for dealing with Automatic Updates... but this seems the easiest for me.
Microsoft should have never taken "Hide Update" from the regular Update window.
Unless they are gonna test their updates on "every" possible hardware or software combination, then we should have the ability to "hide" updates. We should also have the ability to "block" auto updates for the same reason.
I can't even imagine the warped thought process that came to the conclusion that we don't need those options.

I actually agree with cereberus here - why be an insider if you're going to "permanently" disable automatic updates.
