If you look at my system specs, this is a new Z590 with 10600k and Nvidia GT1030. Dell 4k 60hz monitor.

Multiboot W10 Pro and Clean install W11 Pro, same video drivers both systems. I am using the slideshow background option with the same pics (and yes I have tried various pics)

W10 = flawless. No animation flicker on background change. All good
But...
W11 = Random flicker on background, but not on any open windows.Turning animations off in accessibility options is the only thing that stops it.
Also has a mouse freeze and pointer turns grey when switching to fullscreen in Photos app.This is with HDMI cable 4k 60 hz, any refresh rate, HDR on or off.

So I switch to onboard 630UHD and use displayport. Now the slideshow and photos app issues are gone but I cannot scroll a browser window (Edge or Firefox) without the browser flickering at every background change, UNLESS the browser is fullscreen. And of course, onboard gfx are not so great.

I have played with (in OS settings)hardware acceleration, game settings, display settings, looked at startup apps, found very little info on the web, but tried everything I have found that might be related. It is not the "Chrome flicker" issue.

Yeah, I know the 1030 is weak. Really trying to avoid the mortgage on a graphics card. Besides, I'm sure a lot of oem machines are going to be onboard only...

Any ideas would be appreciated. Thanks.

No, just cannot find an explanation.
You've tried a lot of things I would have tried.
It cannot not be the resolution, as both GPU's support 4k.
It also cannot be Dynamic Refresh Rate (DRR), as neither GPU support the prerequisite 120Hz refresh rate.
Then i'm stumpt as i'm out of ideas.
Sorry.
Maybe it is something low-level in the new windows 11 GUI?

We have already found a temporary solution on reddit. Way 1: You go to Windows 11 Settings, Accessibility, Visual Effects and deactivate the animation effects.
This deactivates all animations.

I found another way to just disable the slide show animation and fix the flickering.
Run under windows 11. There you enter: Advanced Control Panel. Open the settings under Performance (visual effects ...).
There the last window: Animate controls and elements within windows.
Deactivate this. And the other animations are retained.

Both of these ways definitely fix the slideshow flickering problem. The problem has existed since the beta, and no other drivers (cpu, gpu, sound) have helped so far.

Please send the feedback app to microsoft that you have the problem.

I have encountered this flicker issue on a much older graphics card. It just did not render some visual effects properly. The remedy was to disable transparency in Personalization. Unlike my old graphics card, your 1030 should have new drivers. Avoid Windows Update, go directly on www.nvidia.com and download latest Windows 10 64-bit drivers (if Windows 11 isn't available). After installing proper drivers the issue should fix. Otherwise (unlikely) disable transparency. If you did and the issue persists, you may have to repair the card. I removed the fan and heatsink of mine, leaving only the actual card with the outputs at the back. Then I took a heat gun, set it to about 250-270 degrees Celsius and heated the chipset and the memory chips for several seconds. Keep changing position, don't heat the same spot for too long or you may damage the card. After that let the card cool and mount the heatsink and fan again. It should be repaired, unless you burnt it of course... The same could be done with a hair drier, but it is more difficult and would take more time.

I have installed the latest Windows 11 drivers and I have disabled transparency and/or animations. Animations stopped the flicker, but at the obvious cost of the eye candy. I will look into the card repair, but:

The thing is, that the same result occurs with the onboard Intel UHD 730 with either displayport or HDMI as well. but when I switch and boot to windows 10 using either graphics, no issue.

The latest beta update to version 22000.282 had an effect of delaying the time it took for the flicker to show up after a restart or start from shutdown, like maybe 18 or 24 background changes (I have 6 photos in the folder I'm using)as opposed to 5 or 6. I tried using 2 photos, result is the same. I also tried png instead of jpg. No difference.
So today I anxiously await the UPS driver with a new 1650OC nvidia card (that was as much price gouging as I could take to upgrade) I don't game, so it should be adequate for my purposes. I have an assortment of vesa HDMI and Displayport cables and we'll see how it goes.

You reminded me of the good old Windows 98 days. Installing a newer graphics driver did not always improved performance. Many times it worsened performance or dropped some features or even caused a BSOD. If it works, don't fix it! I want to believe that now in 2021 a newer driver improves compatibility, if it doesn't also improve performance, as it should, otherwise there is no point updating the drivers. Nevertheless, I would try an older driver, just in case. Try also to replace the monitor cable. You never know...

I've noticed a similar issue on Win 11, on an RTX 2070 using Display Port.

When I use Nvidia control panel to "Set up multiple displays)(Monitor and TV), I get an extreme flicker when changing from "just the monitor" to the monitor and TV.
On Win 10, I see a similar artifact but it's very fast and far less than a second.
On Win 11, it lasts about two full seconds.

It consists of a massive flicker and short black screen. The only difference between Win 10 and 11, is the duration.
And the only time I see it, is when I change from just the monitor, to the monitor and TV, or back to just the monitor.

This has been my experience also. I have only seen one other mention of it on feedback hub. :unsure:

Yes I have several, some certified even for 8k
You can also try older version of the driver, maybe latest version buggy.
Yes I have gone back to the last 3 drivers, no joy.

Update:
The issue is seems to be improving. After trying to clean install 472.12 drivers after UUD, I decided to clean install Windows 11 and start from scratch.
Here is what I did:
Upgraded card to GTX 1650 OC - running stock except switching to "prefer maximum performance" in the nvidia control panel. Display HDR 10.
Clean install w/ no internet
Install board drivers
Install 472.12 GRD nVidia
Connect to internet and run updates. Now on 22000.258
Install firefox.

Flicker is less and takes longer, it seems , to begin. But not solved.

Next:
Install nVidia Hotfix driver 496.61

NO flicker, and does not flicker sitting idle (no open windows - 1st time this has been the case)

Open Edge browser. Flicker starts intermittent.
Go to Edge settings, system, turn everything off relating to running in background, sleeping tabs etc on that page, Disable hardware acceleration.
Flicker now rare.

Go to firefox it flickers periodically, so into settings and disable hardware acceleration.

Go to Windows settings and disable hardware acceleration.

I also added the regedit from ten forums for enabling classic personalization and set the slideshow interval to every 10 seconds.

So far now the only time the changing background flickers is when a browser is open and this is almost nonexistent with hardware acceleration disabled. It does not flicker with any other window I have tried. Only browsers. After 4 restarts this is consistent.
