I googled for an app that can change all the Windows 11 icons but did not find a good result. Do you know any good one ?

You can try IconPackager for that.
Try it for 30 days, make your changes and then uninstall the software.

MS sure makes that difficult, like you can change Downloads, but explorer will reset the pinned shortcut.
You can change store app's shortcut icon, but pinned and opened app will show the default on taskbar.
