Weird. Here is my DSIM get-info from the ISO I downloaded from the Microsoft Windows 11 download page (as noted above). But the version and build number reported by this DSIM utility (which states "Version : 10.0.22621 ServicePack Build : 1702") does not match the Winver report which is "Version 23H2 (OS Build 22631.2428"

According to your post # 20 you are trying to download an upgrade option that was NOT included in the 3 options that were listed in the Techrepublic article. You were downloading the ISO from the 4th option listed on Microsoft's Windows 11 Download page (Download Windows 11), which has you save file named Win11_22H2_English_x64v2.iso . The Techrepublic article says to use any of the first 3 options. If you use the option under "How to install Windows 11 23H2 with the Media Creation Tool" then this would give you version 23H2, which is what I did.

If you are still interested then go to Microsoft's link above, go to "Create Windows 11 Installation Media" and download the file from there, being careful to select the ISO, not the one for use with a USB drive. You will then get an ISO called Windows.iso. Then do this:

1. create a folder on your desktop and name it anything you want, the name is irrelevant. Copy the ISO to this folder as you can't mount it until you copy it and work with the copy.

2. when it is done copying open the folder. Go to the Sources folder and you want to replace the appraiserres.dll file.

3. to create the file open any Notepad type program and I just type a few characters in a file and save it as appraiserres.dll (make sure it doesn't have a .txt extension added). Then replace the existing file in Sources with this new one.

4. finally, run the Setup.exe file and you are on your way to an In-place Upgrade keeping your existing programs and settings.

Easy peasy.

Would that include 23H2 yet? I didn’t think that 23H2 was going to be available in the ISO download for a while?
Ah, no, it won't. Only the most current non-insider version released by Microsoft.
I have tested this. What seems to be happening is that if you do an in-place upgrade of RTM 22H2 with an ISO for RTM 22H2 and let it check for updates, then it will find and install the KB5027397 23H2 Enablement Package, even though that's only supposed to be seen by the Insider Release Preview channel at present. Test results and screenshots in my post #1,569 here:

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

I am downloading the Win 11 iso from Microsoft. It varies in name from the previous download. No idea if that means it could be or not win 11 23H2.

The current iso is named windows_11_22H2_English_x64v2.iso

The previous iso I have was named windows_11_22H2_English_x64v1.iso

I am going to install it on another PC after the download finishes and report back what version gets installed.

windows_11_22H2_English_x64v2 is the 22621.1702 build from earlier in the year, no Public release ISOs are available yet, probably once 23H2 is made Public

If you are still interested then go to Microsoft's link above, go to "Create Windows 11 Installation Media" and download the file from there, being careful to select the ISO, not the one for use with a USB drive. You will then get an ISO called Windows.iso. Then do this:

1. create a folder on your desktop and name it anything you want, the name is irrelevant. Copy the ISO to this folder as you can't mount it until you copy it and work with the copy.

2. when it is done copying open the folder. Go to the Sources folder and you want to replace the appraiserres.dll file.

3. to create the file open any Notepad type program and I just type a few characters in a file and save it as appraiserres.dll (make sure it doesn't have a .txt extension added). Then replace the existing file in Sources with this new one.

4. finally, run the Setup.exe file and you are on your way to an In-place Upgrade keeping your existing programs and settings.

Easy peasy.

You can just download KB5027397-x64.msu and the File renaming script to a folder.
Run the script to rename the file and then run the enablement package.

You should write up, exactly what you did.

1. Go here Download Windows 11 and under Create Windows 11 installation Media Download the Media Creation Tool and run it.

2. When it gives you the option between USB and .ISO, select .ISO.
3. Mount the ISO and run Setup.
4. Allow setup to retrieve Updates. This appears to be a "update loophole" where it snags 23H2.
3. Once updates are done, continue with setup as normal, Keep files and Apps, etc.

That's what I did when I saw @Bree 's post. No joy.
But, I'm not an Insider and I'm on a local account.

It didn't "ask" about updates... it just did them anyway.
