That was my first thought also, initially. But (re)reading @Winuser 's post in a different light, it could also mean if deleting it causes a problem in the short term, it can be recovered.

I'm sure @Winuser can defend him/her self, but I'm prepared to give the benefit of the doubt on this occasion .... :plead:

That is exactly what I was saying. Sorry @TechnoMage2021, I do not hoard deleted files in my Recycle bin.

Perhaps it is actually on the [hidden] Public Desktop. That would force you to give Admin permission to delete it from your own Desktop.
C:\Users\Public\Desktop
Items on the Public Desktop get displayed on user Desktops but are not actually there.
So you would not see it in
C:\Users\%UserName%\Desktop

There is a reason why, the icon for the Recycle Bin is a trash can. Trash cans get emptied!!!
If you have things you want to take out of circulation, but think you may want again some day, create a folder of your own, for them.
Call that folder whatever you want: Junk, Misc, Reserved, or Suspense.

But NEVER put anything in the 'Recycle Bin' that you may ever want to see again.
My own "Win-11Cleanup.bat" program (Batch File) empties all recycle bins, every time I run it.

Right click and scan with Defender or your AV.

Check you registry for any suspicious/unknown entries

If it won't delete, consider a System Restore.

Right click on it, select properties and select the "Details" tab at the top of the page; then post a screenshot. It is just a Javascript expression that is used to close a browser tab. It is essentially nothing more than a harmless shortcut.
