With retrobar or with win11 default nonsense taskbar..

did you modify "ExtendedUIHoverTime" under

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced

?

I have 120000 in decimal, what's the default value dacrone ?

yeah or task manager > windows explorer > right click and restart it

Neither logoff/login or explorer restart had any effect ((
can i find this in gpedit.msc, maybe it would be effective from there ?

gp will just do the same thing as regedit. and it does this with retrobar closed (fully kill process)?

retrobar is not in taskbar when i simply exit it.. so it does it without retrobar..

same without open shell that shouldn't have anything to do with the taskbar anyway.

I used a lite version but i unfortunately can't update or reinstall everything from scratch
cause it took me a while to fix everything i've fixed till now.

HKEY_CURRENT_USER\Control Panel\Mouse

MouseHoverTime default is 400... 200 shouldnt make hardly any difference

MouseHoverDelay doesnt exist... anywhere in the registry

thats some modified installation issue. good deal for resolving it though.
