Someone should test, if blocking Bing via DNS, HOSTS or a firewall, would not prevent it from running.
I do not know, which particular setting or policy works for me, but Edge always closes instantly.

No need for a powershell file.
Mine looks like that. I have renamed pskill.exe (sysinternal) to plain kill.exe to be consistent with unix/linux
After that, just create a shortcut of that .cmd file and paste it to the taskbar.
The benefit of pskill is that it kills process names but also process IDs.
-Please be aware that ps.exe is pathed thru environment variables or need to be present in something already pathed.-

-Please be aware that using a hard kill could corrupt Edge user profile files.

When you use Call the batch only proceed when you close the application, MSEdge in this case.

just use Sordum's edgeblock portable. when you're done using edge, block it. i use brave and keep edge blocked. it never runs in the background... at all...
if i EVER need to use it, i just tick the radio button to unblock it and use it, then block it again
