So, the intel 520 in the older laptop has a newer driver than the UHD in hte new laptop - try changing the display from UHD in new laptop to 1650 and see if it works?

Laptop is using NVIDIA card by default.

It mgiht be - but the UHD is waht shows up first so it led me to believe that was the active card.

In NVIDIA Control Panel, Preferred graphics procesor is High-performance NVIDIA procesor, but in Windows Settings app, it says taht Display 1 is Intel UHD Graphics. Idk how, and if I even can change it.

I think this is changed in the BIOS / UEFI Settings, at least it used to be on a non-HP I once used with dual graphics cards.....

I updated and checked BIOS, nope. I can't change card in it. But I still think that NVIDIA graphics card is selected by default.

It very well might be - but I would have thought that DxDiag would specify which one is in actual use.

In BIOS, I usually saw the option for something like "Initialize GPU with options on internal or PCI, something like that. My BIOS can support if I have built in card on CPU and discrete GPU (I only have discrete) but it is something very similar to that.

I'll try to look at your user manual later to see if I can find exact option. If it is even available.

I can't find anything in BIOS, or User Manual. I don't think it's possible.

Okay, I got it! For anyone who has problem with RUNNING 32-BIT APPS, here's a tutorial.
1. Search for Windows Features
2. Open program/section called "Turn Windows features on or off".
3. Select Internet Information Service, and click OK (this will take a sec to apply the feature)
4. When feature is applied, search for Internet Information Services (IIS) Manager, and open it.
5. On left expand your computer name, and click on Application Pools.
6. Right click on DefaultAppPool, and select Advanced Settings.
7. At the top, change Enable 32-Bit Applications from False to True.
After that, if your app will still not work, restart your computer.
