Hello and welcome to the forum. Sorry no one has answered you sooner.
A question...when you get that error at boot I am assuming your system continues on thru the boot process and windows starts.
Is that correct?
I have never seen that message before but maybe we can reason it out. We'll have to hunt and peck and use the process of elimination to do it. From what I can gather by the very little information I can find about WinIo, it is a Windows driver that certain pieces of
software use. I believe you have a piece of software that is starting with windows that is causing this issue. Try the following suggestions.
1. If you can boot into windows perform a clean boot. If it doesn't happen in a clean boot, you have some software conflicting with Windows. Brink's procedure will help you weed out which one.

2. Also see if the issue happens in safe mode.
If you can boot into windows, click search. Search for
msconfig. Open msconfig from the search results
Under the BOOT tab, check the box labeled SAFE BOOT. Minimal should then be highlighted. If it's not check it also.
Click apply and OK. It will tell you to reboot your system.
Note: Once you finish testing, you can get out of safe mode by opening msconfig again and UNCHECKING the box
If you can not get into windows we can try to get you into safe mode using recovery.
Report back if in either instance you DO NOT get that message box during boot.
