Curious as to why File Explorer is displaying my folders this way. Other directories show maybe just one small folder. I tried changing the view and somehow it returns to this view.
I don't understand why some folders are shown in different sizes.
Any help will be appreciated.

It seems to me you should at least specify what display mode that window is in, because in File Explorer there are about 4 different options for displaying as icons. What does it in the other modes?

Welcome to the forum. First, are you using any 3rd party app that alters the GUI?
Also, Browse through several windows folders. Are they ALL showing up like that or is it just one folder?
Would you please show a complete screenshot of a file explorer window of both C:\Windows and another complete screenshot of whatever folder that partial screenshot was taken from.

Try changing folder view/view mode in file explorer
view mode (top toolbar > View - switch between "Large Icons," “Small Icons” "Details," etc.) to see if it will force Windows to re-render all icons properly.

You can also change view mode by right clicking on a white space in the right page of file explorer.

I cleared the icon cache & reset thumbnail cache and issue is currently not occuring.

Added info to answer some of the questions asked:
This would happen randomly and it several different folders. (on internal SSD and external HD)
Currently not using any 3rd party apps for customization of Windows.
