Solved Fresh install in new SSD fails - C drive not showing

Hi guys I have been trying to do a fresh install of Windows 11 to my HP15s laptop.
I have recently installed a new Crucial P3 Plus 1TB M.2 SSD and 2 x 16GB RAM
I have created the Windows media creation tool on a USB (FAT 32) and when I insert this the setup commences but fails to list the Crucial C drive so cannot progress further?
After removing the media tool USB I then plug in a Hirens PE boot USB I have and boot successfully from that. I then plug back in the media tool and start the setup process and now setup displays the C drive to install to. I select the C drive and run the setup but it gets to around 75% complete then restarts the setup process again at select language etc??

When I look at the files installed on the C drive through explorer via Hirens I can see that around 24GB of files have been installed on the C drive
There are 2 partitions on Disk 0200mb Healthy EFI system partition and the second one assigned C: is 931.3 NTFS Healthy Basic partition
Crystal disk info shows 100% GOOD
When I remove the USBs and set the boot order to the O/S it fails to boot and says the boot is inaccessible???
Both explorer and Disk Management correctly show the C drive and the USBs plugged in at the time?
Does anyone have any idea what I might be doing incorrectly here please??

Follow the steps exactly per this tutorial. Clean Install Windows 11

Per the tutorial make sure you created the installation drive correctly.

Temporarily disconnect all other drives leaving only your install usb and the system drive.
In bios Boot mode must be UEFI.

If the installation process does not see the drive, go into bios and change your disk mode to AHCI rather than Raid. (Or install your storage controller driver per step 10) The drive should then be seen. I find changing the disk mode to AHCI is an easier and more effective method.

All partitions on the disk MUST be deleted leaving all unallocated space. Also per step 10. Choose the unallocated space to install Windows on. The install will partition the drive correctly.

glasskuter thank you for your response which I will now work my way through. In the meantime I have formatted the SSD multiple times but I still see this as seen is the screenshot ? I dont think that it is how it should be or how to get it to what it should be before tackling your tutorial????

So Deleted all partitions but still does not look right?????

Ok so I seem to have success but not without a few hurdles

Even then when I managed to Load the missing driver the setup ran through to around 90% then just reverted to the first box again seemingly starting the whole process all over again. At this point I closed down the setup window and removed the media creation tool with a view to turning off the computer, taking a deep breath and starting all over again from the beginning, again.
BUT when I did this it showed a message that it was Installing Yippeee
Right now it is apparently updating after being able to connect to my hotspot so we will see how that works out.
Thank you to glasskuter for steering me in the right direction where I stumbled across the 11th operation problem.
If anything changes I will update otherwise this MIGHT be solved?????

Finally got there so I should mark this post as Solved

Same thing happened to me several days ago. I removed a Crucial P1 NVMe drive from my PC and fitted a Corsair MP600 NVMe drive. The drive was seen in Disk Management but not recognized when I tried to install Windows 11 on it. Fortunately, I had another Windows on the same PC. I created a simple volume without formatting the drive. I just converted the disk to GPT. Then I was able to install Windows 11 on it.

You do not format a new drive. The installer initializes and formats it for you.
