Solved Gaming and watching Videos

Having an Issue with playing videos and gaming, in the loading screen the sound dosent skip a beat but the video is like a slide show, this is also for menu of the game actually playing the game I do not have an issue can watch and play no issues CPU/GPU usage is 30 and 75% respectively temps are around 80, any help would be grateful.
Never had the issues before win 11 version number is .376

I'm not a gamer so I can't help you there. In your specs you say your graphics is 3080. I am assuming your mean Nvidia GeForce RTX 3080. Is that correct?
If so, there has recently been a new game ready driver update. NVIDIA DRIVERS GeForce Game Ready Driver WHQL

If installing the new driver doesn't help here's a couple of things to try,
settings-system-troubleshoot-other troubleshooters. Scroll down to video playback and run it's troubleshooter.
settings-apps-video playback. You might play around with the settings to accomplish what you want. Also, there are settings in the Nvidia control panel.

It appears hardware acceleration in google chrome was what caused the issue, I assume trying to load the game loading screens and using this in google was too much causing the stuttering
