Google and Chrome have made every device dark theme

I was trying out a dark theme on a fairly new installation of the Chrome browser on my new windows 11 computer. At first I could not get Chrome back to its default theme or any other light theme. After following extensive instructions a few times I used Revo to uninstall chrome. I reinstalled Chrome and it was still an unchangeable dark theme.It is not set to use the system theme which is dark.

I uninstalled with Revo again and then went through explorer with Everything and deleted all I could that was definitely Chrome related. I reinstalled and it was still dark.
I have now discovered with great horror that my Android phone is using a dark theme and my redmi tablet is also using a dark theme. This suggests to me that Google has taken on the idea that everything has to be a dark theme.

I'm at a total loss. I started this because I have low vision. However, the dark seems don't work for me and I can't get out of them on any device. I haven't checked my laptop yet but I'm sure the same is true there.
My Android devices are dark themed everywhere, not just in Chrome. This is why I am thinking it is a Google issue.
Greatly appreciate any ideas or suggestions because now I can't see any screen easily

You have set your System to Dark Theme
Set the System to Light mode

Set Chrome to Light Mode

in the address bar of Google chrome please write
chrome://flags
then press enter

when this 'experiments' page opens in the search bar write
dark mode

on the right of the 'dark mode' entry is a drop down menu
click 'disabled' save settings and restart the Google chrome browser.
