Got a new Windows 11 system without a TPM

"It's not John, it's Johnny", as we say in Greek when two men say the same thing with different choice of words. Microsoft is not stupid, they made the agreement with manufacturers to make us replace our computers, but they turn a blind eye for all of us that insist on using our current perfectly working one. If you don't know it already, almost any 64-bit driver from Vista 64-bit to Windows 10 64-bit also works on Windows 11, so you shouldn't have any issues installing drivers on your "old dinosaur". The exception is some Intel graphics drivers that are locked by Intel to install only on Windows 7 and abort when a higher Windows version is detected. Thankfully some good fellows have hacked some of them to bypass compatibility check and install on Windows 8/10/11. I use one hacked driver on my test laptop with Intel Mobile 4 Family (aka GMA 4500) graphics card. I get better performance than the respective Microsoft WDDM 1.0 driver plus I have access to Intel Graphics Properties to tweak performance, colors and set custom resolutions.

@spapakons - I had an old GW2000 AIO Core2Quad Q8200 from 2009 that I recently gave away. Just for kicks I installed Win11 23H2 using an answer file to bypass all the checks it wouldn't and it ran just fine. Regarding legacy dirvers I had to use the IoBlockLegacyFsFilters registry key to unblock legacy file system filter drivers in order for it to use the TV tuner and SD card reader.

I don't feel like poking around in my BIOS settings at the moment, but it may be that there are separate settings for a TPM module and an fTPM.

Like I said, you may have to enable Secure Boot first before the TPM device is configured. I have seen BIOS that do not show the TPM option or other security settings until you first enable Secure Boot.

It would seem weird to have to enable secure boot in order to have to enable the TPM or FTPM. The two are in no way whatsoever related. In fact, I have several systems that have no secure boot but do have FTPM.

The best is to observe carefully every BIOS page. Especially the Security section (it could also be at the Boot section). Of course he must be in Advanced view, if there are both simple view and advanced like my Asus P8H61. If he doesn't know what a setting does, write it down to Google it later. You are looking for TPM or PTT or fTPM or any other weird unknown name. Google them all to see what it is. On Intel systems there is also Intel SGX, not sure if makes a difference if it is enabled or disabled in the Security section content. He could also take screenshots of each BIOS page and make a not of the available settings (enabled, disabled, whatever) of each value. If in doubt, post the screenshots so we can see them.

Just a thought, could TPM depend on CPU? Meaning it is available for certain models only, not for all? Probably not, but it is a possibility.

PS: Do you have CSM (Legacy mode boot) enabled? I think some BIOS hide the TPM setting in CSM, it is available when you set UEFI only. Try that and see is there is something new in the Security section.

I found the manufacturer's website. It provides drivers and Windows 10/11 images if you want to reinstall Windows. I could not find the manual to shed light to your TPM issue...

Some clarifications.

1. He ran the Enablement package and it apparently installed. However the message that the TPM was not there still cam up. I am trying to get a clarification concerning at what point the message came up.

...... Yes it is a Celeron N5105. I have a later version MeLE with a Celeron N95 processor. When I access the BIOS or use the tpm.msc command on MY system and check the manufacturer of the TPM, it is INTC. So I am assuming that they are using an attached TPM module on their minis. I would think that the person with the problem PC would also have the same module if it were installed. I have attached MY BIOS settings to see what his should basically look like. I see no option in mine for TPM built-in to the processor.

I looked again through MY BIOS. There is an option called "PCH_FW Configuration". If I select that, there is a selection called "PTT Configuration". I selected that and it came up with:

PTT Capability / State 1/1
TPM Device Selection [PTT]

Is this the built in TPM for Intel? I am confused becuase when I go to "Trusted Computer" option, it tells me I have an INTC TPM 2.0 device.

I recently had the same problem when I upgraded a PC from Win 10 to Win 11. The PC had an ASUS motherboard with BIOS that had the TPM code in it (the BIOS). But I was still unable to get the Win 11upgrade/install ISO to work.

The solution was to use a little program named RUFUS: Rufus

Rufus will let you create a bootable SD card that will install Win 11 and bypass the TCM requirement. It's surprisingly easy to do:

1. Download the Win11 ISO file
2, Download, install, and run Rufus
3. The top set of Rufus options lets you disable the TCM requirement - I selected all 3 (or maybe it was 4)
4. Point Rufus to the location of the Win 11 ISO file - it will put that on the SD card
5. Point Rufus to the SD card so it knows where to put everything
6. Click on the Rufus Build option (or whatever it's called)
7. Reboot the PC from the SD card

When it's all done you should have a working Win 11 system.

Note: Initially the Win 11 system will not be activated. But assuming the old Win 10 system was legit, the Win 11 system will ask you to activate it after it's been running for an hour or so. At that point all you have to do is enter your Microsoft user ID & PW. That activates the Win 11 system OK.

Just to add, you won't see the options to bypass the cpu and tcm requirements until you are about to proceed with burning the USB.

Another option is use an unattended answer file. This is the best I've found. Not only use it to bypass the hardware checks but also create local user account and remove a lot of bloatware. Select the options you want. Download the .xml file and add it to the Win 11 Installation flash drive you created with MS MCT.

I thought we were trying to identify and enable the TPM module in order to make the computer Windows 11 compliant. However, if it isn't compliant or the OP wants to bypass compatibility check for some reason, he can see my post in this thread: I need some up-to-date info regarding upgrade installation on unsupported hardware

I have not heard back from him on the BIOS checks. He has verified (via Winver) that the 23H2 was installed via the Enablement Package, but Windows Update is continuing to try to install the update. Is there some way to kill it? Can the Show/Hide Update tool do this?

I appreciate everyone who has given assistance to this issue. This is a great forum.
