At the lock screen, look to the bottom right, select Power , click on restart while holding the SHIFT key.
This ought to get you to the recovery tools and hopefully bring you back to the way it was.

FYI for the future. If you want to get into safe mode you do not choose selective startup. Instead, in msconfig you select the boot tab. Then under boot options tab, select safe boot.
To get out of safe boot, reverse the procedure and uncheck safe boot.

Thank you I will certainly remember that!! I was trying to get into safe mode as I am about to install a new GPU and was going to use DDU before installing the new card. Now I know thank you!!

@jimzim37 You should start your own thread as you issue may be different.

Hold down the Shift key, and restart the computer, if Windows tries to load, press the Power Button on the computer to shut down the computer. Then holding the Shift key start the computer. If you do this 3 times in a row, you should get the Troubleshooting menu. Choose Advanced.

Here you can choose Startup Repair, System Restore, or Advanced Startup where you can choose Safe Mode etc.

You can also boot off of a Windows Installer USB and choose Repair Your Computer and do the same above.
