Solved How to fix "Touch Keyboard and Handwriting Panel Service"?

Will be grateful to any who can help in fixing a stopped essential service: "Touch Keyboard and Handwriting Panel Service"
This service provides both indication of language keyboard and the ability to write in some applications, such as the windows facebook messenger.

Failed solutions:
(1) changing the activation to "automatic"
(2) Trying to initialize through a registry string in "run" folder (current-user)
(3) Wiring a batch file to initialize the service, and calling it through ctfmon

While writing this request for help, I entered the registry to "local-machine" as well - TBD

Update: After restart using local-machine - still the same problem (taking into account that I use the FULL shutdown, and not the STD hibernation state, usually called "shutdown").

-Anyone seen/solved this problem?

Certain services are dependent on other services.
In the Touch Keyboard and Handwriting Panel Service Properties window, go to the Dependencies tab and then expand Remote Procedure Call.
Note the services under the Remote Procedure Call. Make sure those services are set to automatic and started. Restart computer.

If that doesn't work open a command prompt as administrator and type sfc /scannow to check for file system corruption.

Still no luck? Perform repair install.

Tried your first suggestion - but no luck (both dependencies are automatic and running)
As for the later, I would rather re-start the service each time I login than re-install everything from scratch without knowing how to avoid the problem in the future.

You do not have to reinstall anything with a repair install A repair install is same as in-place upgrade.

It did something I was half expecting: It both upgraded my version from 22000 to 22621, and seem to have solved the issue.
I only have minor issues now with trying to reconfigure some of the features which reverted to default, but it is more cosmetics than substance.

I'm with you. I always want to know the WHY of matters. But with some problems that involve the core of Windows (things like services) it is difficult, if not at times impossible for a layman to get to the root of the cause. Sometimes there is no cause involving the user. It's 'windows' and stuff happens. I try to suggest the easiest,quickest, and most probable solution rather than spend a lot of time trying stuff that may, or may not, fix the issue.

Since this was the same as upgrading, run disk cleanup as administrator to clean out windows.old. Glad this helped. If you consider your issue fixed, please mark the thread as solved.

I'm with you. I always want to know the WHY of matters.
MS has already made this process as a service, because it is critical, I can imagine , it will be persistant just like windows update.
